In a landmark move to promote citizen-first governance, the Punjab Government introduced the Transparency and Accountability in Delivery of Public Service Act, 2018 — a legislation designed to bring public service delivery in Punjab into the 21st century.
But what does this mean for Non-Resident Indians (NRIs) who often struggle with red tape, unresponsive officials, and long waits when dealing with matters back home?

Why This Act Matters to NRIs
If you’re an NRI, chances are you’ve faced this:
– Standing in long queues at government offices during a short visit to India.
– Running after officials for land records, certificates, or approvals.
– Relying on relatives or agents to follow up — with no transparency or assurance.
The Punjab Transparency and Accountability Act, 2018 changes this narrative. This Act recognizes the right of every citizen — including NRIs — to receive notified public services within a defined timeframe, with clear accountability and a robust appeal process.
Key Benefits of the Act for NRIs
- Time-Bound Delivery of Services for NRI’s
- No more endless waiting. Whether it’s a mutation entry, birth/death certificate, or a property record, services are now bound by a time limit. If it’s not delivered on time, you can appeal and demand accountability.
- No More Standing in Lines for NRI’s
- With many services digitized and processes streamlined, physical presence is no longer required in many cases. As an NRI, you can save your time, energy, and travel expenses.
- Right to Appeal
- If your work isn’t completed in the promised time or is unjustly denied, you can file a First or Second Appeal. Authorities are legally obligated to respond, and the responsible officer may be penalized — up to ₹5,000 — for delay or negligence.
- Transparent Process for NRI’s to understand
- You can track your application, know the timeline, and see who is responsible. The days of “no update” are over.
- Reduced Reliance on Middlemen
- With defined procedures and transparency, you don’t need to depend on agents or intermediaries who often exploit the system. You can take charge of your own affairs with clarity and confidence.
What Services Are Covered?
The Act covers a wide range of public services such asLand mutation and revenue records, Property registration, Caste, income, and residence certificates, Birth/death certificates, Police verification and NOCs, Utility connections and bill corrections, Municipal approvals, Pension or social welfare documentation, certificate copies of any record. In a gist we can state that it covers all services which the government offers to its citizens.
What If Your Work Is Still Not Done?
If you have filed an application asking for a public and the work is still not being done within the situated time frame, the NRI can File a First Appeal to the Appellate Authority. If unsatisfied, file a Second Appeal to the Revisional Authority. The officer responsible may be fined, and you may receive your service promptly.
Final Thoughts: Know Your Rights, Use Them
This blog’s sole intent is to empower NRIs by making them aware of their rights in Punjab. The Punjab Transparency and Accountability Act is a game-changer — but only if you use it.
No longer do you have to chase officers or depend on personal networks to get basic services done. Now, you have the law on your side.
So the next time someone tells you, “That your work will take time or that the concerned officer is busy” remind them that you have the right to timely public service — and you’re ready to enforce it.Let’s make bureaucracy work for you, not against you.
